September 2003 - September 2010The URS Corporation is a fully integrated engineering, construction, and technical services organization that supports every stage of the project lifecycle. It has a network of offices in nearly 50 countries, employs more than 50,000 people, and had a FY2012 revenue of $10.97B. My main responsibilities consisted of overseeing the creation of the strategic and business plan for URS in Saudi Arabia as well as managing other global projects (capital budget up to $1B). Projects spanned numerous disciplines: geotechnical, soil and groundwater remediation, civil and structural engineering, construction quality control, ground improvement, hydrogeology, telecom, and others. One particular challenge in this position included turning around the struggling Saudi Arabia office. It had not been financially viable due to the tough market conditions. I reduced costs and increased revenue by retraining the staff. I also developed new clients and markets with multinational companies in telecom and oil and gas. o Result: Revenue increased by more than 16-fold and net income margin improved from a loss to more than 35% of net revenue. The operation achieved (year after year) one of the best cash flow performances in URS and exceeded yearly targets for gross revenue and net income by 15% or more.

Generated the yearly plan income-expense statements in coordination with the regional and international financial controllers, ensured adequate cash flow and collectioin of receiveable through appropriate daily and weekly follow up, and compliance with all Metrics as set by URS corporation for the international offices. Coordinated, managed, and followed up on all internal quality and Health and Safety audits by URS auditors. Managed all technical aspects of URS projects in Saudi Arabia and select projects in the Region. Participated in all regional and international manager's meetings.

May 1988 - December 1995From 1988 to 1996, I was a senior geotechnical engineer in the URS San Francisco office (previously Dames & Moore). I was the lead geotechnical consultant for several projects in the US, Thailand, and the Philippines. I worked on the geotechnical and seismic hazard assessment and mitigation for most of the refinery expansions in the San Francisco Bay area, including those of Chevron and Shell and directed and provided foundation design recommendations for several residential, commercial, infrastructure, and oil and gas facilities. I also wrote several papers in the ASCE geotechnical journal and ASCE conferences related to my experience with deep foundations, slope stability, primary and secondary consolidation of soft clays, behavior of deep foundations during seismic events, and the performance of shallow supported foundations. I served as expert witness in several litigation cases in the US and the Middle East.

Advisor - Town Planning Sector at Municipality of Abu Dhabi City
October 2011The municipality of Abu Dhabi employs about 2,000 people and serves 1.3M residents by delivering best-in-class efficient and customer-centric municipal services. Its purpose is to ensure a superior quality of life and a sustainable environment for its residents. My main responsibilities consisted of developing and directing the implementation of strategic initiatives for infrastructure, public facilities, and residential development projects. I also coordinated the Business Process Re-Engineering (BPR) project ($20M). o Developed an integrated regulatory permitting system of infrastructure, roads, and public facilities projects to overhaul the infrastructure spatial database - it was substantially inaccurate due to the absence of governance. Result: Reduced approval cycle from several weeks to a few days. The system included 95+ types of permits in 7 categories with 7 kinds of processes. o Stemmed major monetary losses (tens of millions of dollars) from government compensation paid to private citizens and public entities by establishing a geotechnical engineering section.
